VPD officer Kal Dosanjh charged in alleged $3M fraud case — what is confirmed, and what still needs court proof

What VPD confirmed
In a Sept. 4 statement, Vancouver Police Chief Steve Rai said VPD received information from multiple victims in December 2023 alleging criminal activity involving Dosanjh. Rai said a dedicated VPD investigative team was established, a victim/witness management team was embedded in the investigation, and the Office of the Police Complaints Commissioner was notified at the outset.
Rai said Crown Counsel approved charges against 50-year-old Kalwinder Singh Dosanjh and 51-year-old Sarabjit Singh Gill of Surrey. VPD listed Dosanjh’s charges as four counts of fraud over $5,000, four counts of theft over $5,000 and one count of breach of trust. Rai said the conduct at the centre of the allegations occurred between 2017 and 2025.
Rai also said 19 victims had been identified to date, and VPD set up a dedicated phone line for additional information: 604-717-2601.
What the reporting adds
Global News and The Canadian Press reported that victims reported losses of more than $3 million and that Supt. Mike Ritchie said the investigation relates to housing developments. CBC reported, based on a charge document, that multiple charges relate to alleged fraud and theft from investors in property-development projects, naming the Azura, Queen’s Park and Sahara projects. CBC also reported that two charges allege fraud and theft from KidsPlay Youth Foundation, the charity Dosanjh founded in 2015.
Business in Vancouver reported that Dosanjh allegedly moonlighted as a housing developer and that civil court records show multiple lawsuits involving property developments. BIV also reported that Dosanjh’s lawyer declined comment to BIV on those matters, while other outlets published a defence statement from Alliance Lawyers saying Dosanjh committed no crime and is innocent of wrongdoing.
Why this is a public-trust story
The public-interest issue is not only the size of the alleged losses. It is the combination of a long-serving police officer, a public-office breach-of-trust charge, alleged property-development investor losses, a youth charity, and the fact that VPD investigated one of its own members. VPD says OPCC was notified at the outset, but the public will still need court records, Police Board records and any oversight findings to understand how the investigation was handled.
This story should be followed through the court process. It should not be treated as proof of guilt before trial, and it should not be used to smear ordinary KidsPlay volunteers, youth participants or community members who are not accused of wrongdoing.
