# Source and access note — LNG Canada steel / NewsForBC

Reviewed October 2, 2026. This NewsForBC feature was prompted by the public Facebook post at https://www.facebook.com/share/p/1DETiVaJzw/?mibextid=wwXIfr . The post is the reporting lead, not independent verification of its political conclusions.

## Lead classification

Public Facebook metadata resolves to Michelle Ferreri post 1641602100663564. The visible caption criticizes Mark Carney and contains a rhetorical line about steel. The captured graphic shows a CBC October 2 headline about Chinese steel for LNG Canada's $33B Kitimat expansion. It is a static news-card image, not a recovered video. Generic og:type=video.other alone does not establish downloadable moving footage. yt-dlp rejected the post URL; no source MP4 is claimed. No full comment thread was captured. The source graphic is retained locally; the public article uses original NewsForBC artwork, not a reproduction of the CBC photo/card.

## Evidence hierarchy

CBC's October 2 full article was recovered by web extraction. It includes both LNG Canada's capability/logistics explanation and CISC's rebuttal and request for specifications. Interviews and emailed responses are explicitly attributed to CBC; NewsForBC conducted no outreach. CBC's September 29 announcement report supports the reported final investment decision/expansion announcement, C$33B private investment figure and prime minister's up-to-4,000 peak construction projection. Job projections are not verified actual employment or permanent-job counts.

Official CanadaBuys policy text confirms a December 16, 2025 effective date and scope covering specified federal defence goods/construction procurements valued at C$25M or more, subject to provisions and material thresholds. Official indexed policy text defines Canadian steel by Canadian melt-and-pour origin and finished products. Direct HTTP to the policy was denied; web extraction and official search excerpts supplied the policy text. No claim is made that every private project is bound by this rule, or that a project-specific support agreement has been reviewed.

CBSA historical FISC page was read directly and records an April 19, 2022 notice that the relevant finding would expire May 24, 2022. Its legacy heading 'Measures in force' does not establish present shipment-specific liability. Current planned-import tariff treatment is attributed to LNG Canada/Finance via CBC; no customs classification or legal advice is supplied. Historical court references on the CBSA page are not a court story in this article and are not expanded or used to infer judges.

## Key limits preserved

The Prime Minister’s Office September 29 release was subsequently read directly through web extraction and corroborates FID, C$33B private investment and planned 28Mt/year capacity. It projects more than 4,000 direct construction jobs, whereas CBC uses up to 4,000 at peak in Kitimat; the article distinguishes these formulations. The PMO also describes the MNT five-Nation option to invest up to C$1B in majority ownership of the new storage tank: neither a completed transaction nor ownership of the whole project. LNG Canada's general About page corroborates the venture partners, Haisla territory and June 2025 first cargo. A separate company FID announcement returned a forbidden page on parent verification; the article does not depend on that inaccessible text.

- C$33B is reported Phase 2 project cost, not a disclosed Chinese steel contract value.
- About 70% / almost 15,000 tonnes is a target for new compressor-station steel, not total project Canadian content.
- 14 to 28 million tonnes/year is planned LNG capacity, not steel tonnage.
- Capability is disputed. No independent bid evaluation or fabrication-capacity study reviewed.
- Shell/project partners choose procurement; no evidence that Carney personally selected COOEC.
- PetroChina shareholder role is distinct from COOEC supplier role.
- No claim of criminal conduct, corruption, unlawful procurement or breach of Buy Canadian rules.
- No invented interviews, polls, stakeholder responses, supplier quotes or estimates of jobs lost.
