--- PAGE 1 --- Dear Tahltan Nation, During the Eskay Creek Revitalization Project IBA tour in September, we received feedback from our people. We heard from you that you wanted increased flexibility between equity and net smelter return, the strongest environmental protection ever in an IBA, and the chance to finance housing and infrastructure improvements in our three communities. We also heard that you wanted tax-free exemption, expanded opportunities for Tahltan businesses, and an elders' home - we hear you. We have fought hard at the negotiating table to deliver on your expectations. We have secured precedent-setting environmental protections and regulatory collaboration, maximum value, and for the first time ever, the possibility of tax-free exemption. We also received feedback from our people that all Tahltans, no matter where they live, see meaningful benefits from this IBA; as a result, the IBA now includes a $40,000,000 upfront payment, which is intended to be used to provide a one-time direct payment to individual Tahltans. The final amount, eligibility criteria, and distribution structure will be confirmed through a formal process. It is anticipated that these payments will equal approximately $10,000 per eligible individual, which will be paid within the 2026 calendar year. The IBA now reflects your expectations and establishes the industry standard – in true Tahltan fashion – for what an IBA should be, including an estimated $1.2 billion in cash for the Tahltan Nation plus $570 million + in contracts and $184 million + in wages to Tahltans over the life of the project. The TCG, Iskut Band, and Tahltan Band have all endorsed this IBA, with each band undertaking an independent legal review that provided positive assessments of the agreement. As a result, we have provided clear directives to the Negotiating Team to engage with our Nation on the proposed IBA, in preparation for the IBA ratification vote scheduled for December 13th and 14th. Eligible voters may review the IBA during regular business hours at the offices of the Iskut Band, Tahltan Band, and TCG. In addition, the IBA will be available at locations with a high percentage of Tahltans being: Prince George, Smithers, Terrace, Vancouver and Whitehorse. More information to follow.
