Hoffe, Bonnie Henry and the vaccine-reporting claim: who is named, what is proven, and what records are still needed
The Reel is real and the B.C. accountability question is real. The strongest claims still need primary records.

Who are the people?
| Name | Background | Evidence note |
|---|---|---|
| Dr. Charles Hoffe | Former Lytton-area family physician; public COVID-vaccine critic; speaker in the Instagram Reel and Shadoe Davis/Allison Inquiry clip. | Verified as the speaker in the Reel caption/frame; Castanet reported CPSBC withdrew its misconduct citation in 2025 after initially citing him for public COVID/vaccine statements. |
| Dr. Bonnie Henry | B.C. Provincial Health Officer; most senior public-health official in B.C.; recipient of UBC honorary medical alumni recognition. | Verified by UBC profile and public role. Hoffe says he wrote to her about alleged patient vaccine injuries. |
| Dr. Monika Naus | Professor Emeritus at UBC; long-time BCCDC immunization/vaccine-preventable-disease leader; former NACI chair and CIC member/liaison. | Likely the “lady above Bonnie Henry” if the graphic follows the Hoffe claim stack: the transcript/search snippets say Henry referred Hoffe to vaccine-safety specialist Monika/Monica Naus. Frame samples did not show the collage clearly enough for face-only ID. |
| Shadoe Davis Podcast | The Facebook source indicated by search snippets for the longer clip/repost. | Search result says: “Dr. Charles Hoffe let fly on Bonnie Henry and Public Health this morning at the Allison Inquiry presser.” |
| forcanada2026 / United Conservative Movement | Instagram repost account. | Visible public Reel metadata/caption captured; treated as social source lead, not proof. |
| Allison Inquiry / presser | Apparent event context for the clip. | The source trail indicates the Hoffe clip came from an Allison Inquiry presser. The article preserves that as provenance but does not treat the inquiry/presser as official government finding. |
The “lady above Bonnie Henry”
The source trail points to Dr. Monika Naus. Hoffe-related search snippets say he sent an open letter to Dr. Bonnie Henry and that Henry referred the matter to vaccine-safety specialist Dr. Monika/Monica Naus. UBC confirms Naus was a senior BCCDC immunization/vaccine-preventable-disease leader until 2024 and was active nationally on NACI/CIC and vaccine-safety work. The sampled Instagram frames did not show a clear collage, so NewsForBC labels this identification as likely/source-trail based, not face-ID certainty.
Claim table
| Claim | Evidence label | Finding |
|---|---|---|
| Instagram Reel exists and says Hoffe was told to stay silent and safety reports were censored | Confirmed as social-video caption/claim | The public Instagram caption says this. The video is visible in browser and sampled frames show Hoffe at a CPAC-style podium. |
| Hoffe is/was a B.C. family physician connected to Lytton and COVID-vaccine criticism | Supported by reporting | Castanet describes him as a former Lytton doctor and prominent anti-vaccine doctor; the citation was later withdrawn. |
| CPSBC dropped/withdrew misconduct allegations/citation against Hoffe | Supported by Castanet report and quoted CPSBC statement | Castanet reported CPSBC confirmed the citation was withdrawn because circumstances materially changed and it was no longer necessary to proceed. |
| AEFI reports prove vaccine causation | Not true as stated | Canada’s AEFI guide says an AEFI is a medical occurrence after immunization that does not necessarily have a causal relationship, and submitting a report does not establish causality. |
| Serious/unexpected AEFIs should be reported even before causation is proven | Supported by official guidance | Canada’s guide says report temporally associated events with no other clear cause at reporting time, especially serious or unexpected events; causality need not be proven before reporting. |
| Bonnie Henry suppressed or censored every Hoffe safety report | Unproven allegation in this check | The Reel/caption alleges this; primary AEFI forms, correspondence, file logs, FOI records or sworn evidence are needed before treating it as fact. |
| Monika Naus is the likely woman/source figure connected to Henry in this claim stack | Likely, with caveat | The source trail says Henry referred Hoffe to vaccine-safety specialist Monika/Monica Naus; UBC verifies Naus’s vaccine-safety/immunization leadership. The sampled frames did not show the collage clearly. |
| The events were criminal | Allegation/opinion; not established | No court, police or regulator finding of criminal conduct was found in this pass. |
Records still needed
- Copies/counts/status of Hoffe’s submitted AEFI reports.
- Any Henry/Naus/BCCDC/PHSA correspondence about those reports.
- CPSBC complaint/citation/inquiry-file records and withdrawal rationale beyond media summary.
- Any FOI/ATIP records showing whether reports were rejected, reclassified, investigated, or entered into provincial/federal systems.

Update: Facebook FOI post on Bonnie Henry, Hoffe and B.C. vaccine reporting
| Facebook claim | What the FOI/source trail shows | Evidence label |
|---|---|---|
| Jan. 17, 2021: Henry was made aware of the first B.C. death from COVID mRNA injections. | The FOI page shows a “HEADS UP: CSC death” thread. Henry says the death is sad and copies AEFI/coroner contacts for deaths “temporally associated with vaccination.” The visible source does not prove causation or “first death in B.C.” | Real email; overstated framing. |
| Mar. 15, 2021: Henry saw adverse-event/injury counts. | The FOI package includes a March 15 AEFI report forwarded to Henry: Total AEFI 469, Serious AEFI 124, Anaphylaxis 79, Brighton anaphylaxis 46, Other allergic 189. | Real AEFI counts; causation not proven by count alone. |
| Apr. 18 / Hoffe: Henry tried to “mitigate the damage.” | The OCR’d pages are April 8. Henry’s visible reply says: “Talk to him first and then let us know whether this is something we should bring to the attention of the College.” “Mitigate the harm” appears in an Interior Health MHO email about crafting a response with communications. | Real Hoffe thread; quote/date mismatch. |
| May 4: Henry told the public mRNA shots were safe for pregnant women. | That exact May 4 claim was not located in the cited FOI package. Separate Canadian obstetric guidance supports recommending COVID vaccination during pregnancy, with mRNA vaccines preferred as pregnancy data accumulated. | Separate guidance context; not found in cited FOI package. |
Medical caution: this source-check is not medical advice and should not be used to start, stop, delay or refuse vaccination, pregnancy care, prescribed medicines or clinician follow-up.
